Make another circle, this time 240 pixels in diameter and center it as shown.

Make a clone copy (Ctrl k) of the circle and move it downwards about 20 pixels.

TIP: I set my Nudge Size setting (Utilities > Options > General > Nudge Size:) to 1pix . This makes moving selections by 1 pixel amounts easy.
