Reduce the tags to about 30 pixels by 14 pixels and place them on the license plate. Rotate them slightly to add a more "human" touch.

Here is the final license plate enlarged and placed over a rough wood background (Plank 1 from the Wooden Fills section in the Fill Gallery).

I added some mottled nail heads and drop shadows to make the license plate appear to be nailed to the wall.
