Group all the elements of the cap and place the cap on top of the little guy's head.Click twice to enable Rotate / Skew mode and rotate the cap as shown.

Using the Shape Editor Tool , add some lines of different lengths as shown. Change the line width to 4pts and change the line color to orange.
Convert the lines to shapes (Arrange menu). Apply a Round Frame bevel, To Inside.
Create a 200 pixel black circle with no outline and center it over the face.(This is for a shadow treatment in case you were wondering).
