Apply a Circular fill to the larger circle for the eye and a Flat black fill for the pupil. Create a smaller white-filled circle for a highlight.

Apply Circular fills for the mouth and for the snout. And apply a Flat deep red fill for the nostrils.

Add four 4 pixel wide lines for teeth. Using the Shape Editor Tool, curve the outside lines so they resemble parentheses.

Apply a Torpedo Stroke Shape in the Line Gallery (F12).

Apply feathering in the amounts shown above.

Convert the fangs to shape (Arrange > Convert Line to Shape) and apply a Linear, Mix transparency to fade the fangs into the top of the mouth.

Move the eyes closer to the center. Move all the face parts downwards as shown above.
