One by one, select each of the enveloped rectangles with the Selector Tool. Drag the center top and bottom control handles to stretch the top and bottom of the shape until it matches the outline of the flag.

Do this to all three shapes.

 

Overlap the left and right shapes about a half pixel over the center shape.

Select all three shapes and Combine Shapes > Add Shapes (Arrange menu). This creates an almost exact duplicate of the flag shape.

Almost.

 

Select the shape, then select the Shape Editor Tool and adjust the shape until it is exactly the same as the flag's shape.

TIP: Click the red magnet icon on the Infobar to enable Snap To Objects. Drag the curves that don't quite match those of the flag's with the Shape Editor Tool. Drag the curves as you would a rubber band to reshape the curves. Snap to Objects should snap the curves into place.

NOTE: If you apply a small amount of transparency to the solid shape, it will make it easier to see what parts of the outline needs adjusting.
