Next we will create some bullet holes with which to riddle our sign.

We will make the holes larger then reduce them to their actual size.

Using the Ellipse Tool, hold down the Ctrl key and drag a 60 pixel circle.

Make a duplicate ( Ctrl K) and change the outline width to 6 points by entering 6 in the Set Line Width text entry box on the Infobar.

From the Arrange pull down menu, select Convert Line to Shape . Change the fill to 60% black. Select the Fill Tool and change the Fill Type to Conical. Drag the lighter portion of the fill to the lower right hand corner.

Center the conical filled O-shape over the original circle. With both selected, change the width to 10 pixels by changing the width on the Infobar to 10 and pressing Enter to apply the changes.

Group all the sign elements except the bullet holes (Ctrl G or Arrange > Group)

Select the two bullet hole shapes and randomly drag and drop duplicates around the sign as shown. Concentrate more holes in the center of the balloon.

 

Hold down the Shift key and click on each black circle to multiple select the entire lot. Join them (Arrange Join).

Select the joined black circles, then the grouped sign elements and from the Arrange menu, select Combine Shapes... > Subtract Shapes. This removes the joined black circles as well as the portion of the sign directly below leaving the conical filled shapes which look like the inside of the metal sign crerated by bullet holes.
