Select the Transparency Tool (F6). Click on one of the dark spike shapes and drag towards the center to apply an "Interactive" Linear, Mix transparency. Repeat this step for the other black shapes. Note the start and end positions in the illustration above. We want the dark spike shapes to fade into the pale blue of the blended shape.

Select all the dark spike shapes and clone them (Ctrl k). Switch to the Transparency Tool and from the drop down list of Transparency Shapes, select None.

Now, switch to the Fill Tool (F5). Apply Circular fills to each shape, using the colors shown. Again, note the position and width of the Circular fills as shown in the illustration above.
