Flash uses a method called Symbols to create building blocks that enable Flash to recycle certain common elements keeping the file size small.

Click once in frame 1, Text layer, to select the frame.

From the Insert pull down menu, select Convert to Symbol.

Name the new Symbol, Text and press OK to close the dialog.

Repeat this step and Convert to Symbol the Mask and Circle Mask images.

NOTE: For the Circle Mask symbol you will need to select both the circle and the wedge portion. Converting to Symbol makes one object.

These symbols are kept in the Library (Window > Library) where they can be reused as needed.

We won't be reusing the symbols for this tutorial, but if you need to use them you can drag the symbols from the Library onto the stage.

If you have an animated button symbol, or a WAVE sound file (shown here) a button appears in the preview window which you can press to preview the animated button or play the selected sound.

Your screen should now look like this.

If the image is too small, select 200%, or Show Frame from the drop down list of view options at the bottom left of the Flash screen.

Using the Arrow Tool (the filled arrow on the top left of the toolbar), drag the text "The Xara Xone" down over the outlined version as shown here.

The text should magically snap into place when the filled text is close to being positioned directly over the outlined text.
