Select the upper sky-filled rectangle, click the Transparency Tool (the wine glass icon) and from the Transparency Type drop-down list select Linear. Position the directional fill arrow as shown so that the transparency begins about two thirds of the way down and ends about 1/8th inch below the top of the bottom rectangle. This brightens the horizon portion of the sky/atmosphere.
