Here are all the frames we need for the animation. I've numbered the frames for your designing convenience. Make 18 copies as shown and then alter each one individually. Note in frames 1-6 the hand rises to the original position, just under the nose. (Don't get too close to the nose it might get gross!). In frames 7-10 the hand lowers and drops out of sight. We introduce a small eyeball in frame 9 which moves forward, then backward, and ends in the middle of the eye in frame 12. In frame 13 we introduce the open mouth (using the white circle). In frame 14 we use the larger mouth/circle, and add some the type, and a few pointy triangles. I've used the Shape Tool to edit the mouth in frames 16 and 17. The hand rises from frame 16 and ends up in the end position in frame 18.

Now this looks like a lot of frames for an animation, but because all the colors are Browser colors (non-dithering colors with RGB values of 0, 51, 102, 153, 204 or 255) and flat with no fills, the file size will be surprisingly small.
