Select one of the lines, then select the Freehand Tool. Press Edit Brush on the Info bar to open the Edit Brush dialog.

Edit the Spacing to spread out, or tighten up, the tufts of grass. Increase the Random setting to make the spacing uneven. Edit the Scaling in the same manner to make some of the grass tufts larger and some smaller. Edit the Offset and Randomize the offset of the grass tufts on the path.

When you are happy with the line of grass tufts, select the next line and repeat the process until your landscape is populated with sparse high desert vegetation.

And here is the final illustration.

I added some Piņon Pines (they don't grow very big in New Mexico) on the hill behind the church and placed a few stars in the sky.
