The gondola under the balloon is tiny so we'll create it larger then reduce it later.

Using the Rectangle Tool construct two rectangles to the sizes shown.

With the rectangle and the Rectangle Tool selected, press the Curved Corners icon on the Infobar. Select Curvature from the drop down list and press the right facing arrow to increase the curvature of the small rectangle to 0.6. Leave the large rectangle at the default setting.

Make duplicates of both rectangles and offset the duplicates upwards a few points.

Make another set of duplicate rectangles using Ctrl K (Clone). Select the top duplicate rectangle and the top original (peaking out below the top duplicate) and Combine Shapes > Subtract Shapes (Arrange menu).

Repeat this process with the bottom two rectangles.

The Subtract Shapes operation creates two shapes as shown here. The complete shapes will be there as well as we made duplicates of them.

Combine Shapes > Subtract Shapes deletes the top shape which is why we needed to make the second duplicate.

 

Fill the two complete rounded rectangles RGB 255, 204, 102. Select the two partial shapes and apply an RGB 204, 153, 0 fill. Position the elements as shown below. Group all four shapes. With the group selected, enter 20% in the Scale Width text entry box on the Infobar and press Enter to apply the changes.

The gondola should now be more in proportion to the balloon.
