And here's all the layers apart from the Bitmap layer visible.

The eye line still looks a bit flat. Add some more shading to the Background Fill around the eyes.

Finally you can add a layer above all of the other layers, and by adding rough shapes with white or black fills

and applying elliptical transparencies, add additional highlights to the hair.

These are difficult to see with images this size, but notice the chin area and cheeks and the lighter shading
some of the hair on the forehead.

And the point of setting up the named colour and shades of that colour?

So there is my technique for creating hair, and this case, lots of it.
