
Draw a rectangle 435 pixels by 225 pixels with a .67pix outline. Clone (Ctrl K) the rectangle and resize the clone to 382 by 176 pixels. Select both rectangles and from the Arrange menu, select
Combine Shapes > Slice Shapes (or press Ctrl 4). This actually creates two shapes, a frame shape and a smaller inner rectangle.

Dragging from the Fill Gallery (Shift F11), fill the outer shape with Plank 2 and the inner shape with Grain 9 from the Wood Textures folder.
