Step One: Starting with almost nothing.

Draw anything. A small shape, using the Freehand and Brush Tool, then fine tune it by editing the Bezier points with the Shape Editor Tool (F4).

Step Two: Artistic Arrangement

Draw several more little shapes and arrange them around each other. Be sure to not create a blob with them, but instead order them to vaguely as a curve, this will be important in a moment.
