Method 2. Select the Rectangle Tool (m). Create a 250 pixel square. Select the QuickShape Tool (Shift F2), then select the square. Click the Create Ellipses icon. There you have it, a circle. Edit the size as desired. TIP: If you hold down the Shift key when you resize, the selection will resize from the center.
